
Shawn Marie Blaine retired from federal service in 2025 after 17 years and is proud to continue helping others as a Family Service Counselor at Williamsburg Memorial Park.
Much of Shawn’s federal career was spent at U.S. Coast Guard Headquarters in Washington, DC, where she served for 12 years as the Sexual Assault Prevention, Response, and Recovery Program Manager for the entire service. In 2020, she transitioned to Immigration and Customs Enforcement (ICE) Headquarters, working as a Management and Program Analyst with the Juvenile and Family Case Management Unit. During her time at ICE, Shawn also became a certified professional life coach.
I love helping people through some of the most challenging times in their lives, which, inevitably, is something we all must face.
Before moving to Washington, DC, Shawn worked as a contractor for the U.S. Navy, managing the Hampton Roads Sexual Assault Response Program and training military members on interpersonal violence prevention. Earlier in her career, she worked in Georgia as a Child Protective Services Investigator and served as a Branch Director for both Troy State University and Brenau University.
Shawn holds a Bachelor of Science in Liberal Arts/Business from the State University of New York and a Master of Science in Education from Troy State University. With more than 25 years of experience as a crisis counselor, victim advocate, and life coach, Shawn has a skill set that is perfectly suited to Williamsburg Memorial Park.
